Any person desiring to be registered as a licensed sewer and drain layer shall appear in person before the Public Works Department and make application for a sewer and drain layer’s license. The Public Works Department is empowered to prepare examination questionnaires, hold examinations and to register as qualified for licensed sewer and drain layers only those persons who have successfully completed and passed the required examination.
