The Council shall hold a public hearing on the proposed conveyance of any real property owned by the city or the conveyance of any interest in real property owned by the city, including but not limited to the conveyance of easements, with notice of the hearing given pursuant to Iowa Code § 362.3. The Council shall make the final determination on the conveyance of the real property or interest therein and the total price thereof in conformity with applicable laws of the State of Iowa.
