§ 113.04 REMOVAL OF DEBRIS; FILLING EXCAVATION.
   Every building or structure that is wrecked, including the foundation walls, shall be removed from the site of the wrecked building except in the case of solid masonry wreckage which may be used to fill the excavated area; provided it is covered with not less than 12 inches of good dirt or six inches of macadam. All excavated areas shall be filled at least to the lowest adjoining grade. Other higher adjoining grades must be protected with permanent retaining walls and guardrails or surrounded with terraces not steeper than three feet horizontal to two feet vertical. The contractor or individual shall seed any cleared site resulting from the demolition or moving of a building with grass seed or other approved ground cover unless the site is scheduled for immediate redevelopment.
