The Engineering Department is authorized to grant permits for the cutting of curbs within the city.
(A) Inspections. An inspection shall be made under the direction of the Engineering Department to determine and approve the location and width of the curb cut prior to the issuance of a permit. Another inspection shall be made after the work has been completed to approve workmanship and the location of the curb cut.
(B) Width and location standards. The width and location of curb cuts shall not exceed the current standards of this section, or the State Department of Transportation if more restrictive.
(1) Only one curb cut shall be allowed per residential lot, except two curb cuts shall be permitted on a corner lot. Maximum curb cut widths shall be 30 feet for a residential lot, 36 feet for driveways leading to a three-car garage, 45 feet for a commercial lot, or larger for an industrial lot to promote the safe access to large trucks.
(2) The beginning of a curb cut shall be no closer than 20 feet from the beginning of a curb radius at an intersecting residential street, 50 feet on a collector street, or 100 feet on a state highway unless listed below or otherwise restricted by the Iowa Department of Transportation. No new driveways shall be allowed along the following streets:
(a) Mill Creek Parkway, between Highway 30 and Highway 136;
(b) Lincoln Way, between Mill Creek Parkway and South 14th Street;
(c) Camanche and Liberty Avenue, between South 14th Street and South 4th Street.
(3) In certain cases where deemed appropriate, the City Engineer may require lengthier curb cut offsets from radius points at intersections, following the Iowa SUDAS and Iowa Department of Transportation access standards.
