Excepting only when the vehicles are actually engaged in the delivery or receiving of merchandise or cargo within the prohibited area, no person shall park or leave unattended a motor truck, semi-trailer or other motor vehicle with trailer attached on any streets within a business district. When actually receiving or delivering merchandise or cargo, the vehicle shall be stopped or parked in a manner which will not interfere with other traffic. The provisions of this section do not apply to pick-up, light delivery or panel delivery trucks.

(A) General provisions. Calendar parking shall be activated with the occurrence of a snow event, which is defined as the accumulation of one inch or more of snow upon the public right-of-way.
(B) (1) During the period from November 15 through March 15, when a snow event has occurred, parking is restricted in the public right-of-way to alternate sides of the roadway in the following manner:
(a) On odd-numbered days, vehicles shall only be parked, stopped or left standing on that side of the roadway having odd-numbered addresses.
(b) On even-numbered days, vehicles shall only be parked, stopped or left standing on that side of the roadway having even-numbered addresses.
(2) A snow event will remain in effect for 72 hours after the snow has stopped.
(3) The hours for calendar parking will be from 9:00 a.m. to 6:00 a.m. Vehicles will have three hours to be moved to the correct side of the roadway.
(4) The date at 6:00 a.m. shall determine if the day is odd or even.
(5) During a snow emergency, calendar parking shall be in effect except on designated snow routes where no parking will be permitted until the snow emergency has been cancelled.
(6) This section shall not apply to commercial districts where parking is designated on both sides of the street.
(C) Street sweeping calendar parking.
(1) For two weeks during the fall and two weeks during the spring, calendar parking will go into effect Monday through Friday, with advance notice provided. During said times, parking shall be restricted in the public right-of-way to alternate sides of the roadway in the following manner:
(a) On odd-numbered days, vehicles shall only be parked, stopped or left standing on that side of the roadway having odd-numbered addresses.
(a) On even-numbered days, vehicles shall only be parked, stopped or left standing on that side of the roadway having even-numbered addresses.
(2) The hours for calendar parking will be from 9:00 a.m. to 6:00 a.m. Vehicles will have three hours to be moved to the correct side of the roadway.

The following regulations apply to parking in municipal parking lots.
(A) No person shall back a vehicle into a parking space in any municipal parking lot.
(B) No person shall park a vehicle with a gross weight of four tons or more in any municipal parking lot.
(1) An exception shall be made and the city shall allow the temporary parking of charter, tour or sightseeing buses on the western two rows of parking on the Clinton Park municipal parking lot located west of South 3rd Street between 3rd Avenue South and 4th Avenue South. Said exception shall also apply to the Clinton Fire Department for the purpose of conducting training exercises.
(2) The western second and third rows of the Clinton Park municipal parking lot shall be the exclusive area of the lot to be used by any charter, tour or sightseeing bus that departs from the city that wishes to use a city parking lot or area for its pickup point or staging area and for parking of the personal vehicles of their patrons or passengers.
(C) No person shall park a truck trailer in any municipal parking lot.
(D) No person shall park a vehicle for more than 48 hours in any municipal parking lot.
(1) An exception to this requirement may be approved by the Council to permit parking for periods of more than 48 hours in municipal parking lots for residents of multi-residential properties, pursuant to written agreement between the city and the owner and/or operator of the multi-residential property. Owners and/or operators of multi-residential properties in the city may request such an agreement with the city, subject to approval of the specific agreement by the Council.
(2) A written agreement creating such an exception shall identify the benefitted multi- residential property, the specific municipal parking lots included in the scope of the agreement, and the duration of the exception, and shall include other terms and conditions as may be approved by the Council.
(3) The city, in its complete discretion, may limit by said agreement the number of parking spaces available in any of its lots, and may reduce said parking spaces available if the city's needs change during the pendency of any agreement.
