If the Council declares an embargo when it appears by reason of deterioration, rain, snow or other climatic conditions that certain streets will be seriously damaged or destroyed by vehicles weighing in excess of an amount specified by the signs, no vehicles shall be operated on streets so designated by the signs erected in accordance with Chapter 71 of this Traffic Code.
