The operation of motor vehicles or any motor-driven vehicle, including, but not limited to, automobiles, trucks, motorcycles, mopeds, scooters, all-terrain vehicles and snowmobiles on the recreational trail from Eighth Avenue South to the Eagle Point Park entrance in the city is hereby prohibited. Authorized vehicles, including but not limited to emergency vehicles, maintenance vehicles and public safety vehicles are exempt from the prohibition created in this section. The riding or leading of horses is also prohibited on the recreational trail.
