The riding of horses or the operation of bicycles or the operation of motor vehicles or any motor-driven vehicle, including automobiles, scooters, motorcycles, trucks and snowmobiles, on any dikes, levees and other flood control construction projects is prohibited, except on roadways designated for public use. Motor vehicles operated by employees of the city and its commissions or boards may be operated on the dikes and levees provided they are on official business, including but not limited to maintenance, inspection and operation of the facility.
