Any person who violates any of the provisions of this chapter commits a municipal infraction. The imposition of a penalty for any violation shall not excuse the violation, nor shall the violation be permitted to continue. All persons shall be required to correct or remedy the violations or defects within a reasonable time, and when not otherwise specified, the application of the penalty shall not be held to prevent the enforced removal of the prohibited condition.
