§ 50.25 COLLECTION SERVICE.
   (A)   General provisions. The city shall provide for the collection of solid waste from residential premises only in a manner as established by resolution of the Council. The city shall not provide for the collection of hazardous materials or any solid waste not prepared for disposal in accordance with this solid waste chapter. Bulky rubbish will be collected by special procedures as established by resolution of the Council. A copy of any and all procedures established by the Council shall be filed in the office of the Clerk and shall be available for public inspection during normal business hours. The owners or operators of commercial, industrial or institutional premises shall provide for the collection of solid waste produced upon the premises.
   (B)   Collection and placement. Collection of garbage, yard waste, and recycling shall be made from streets unless specifically approved by the Streets and Solid Waste Superintendent for alley or alternate collection pursuant to the following:
      (1)   Whenever solid waste is collected from the street or alley, residents desiring to have solid waste collected by the city shall cause it to be deposited upon the parking or terrace adjacent to theroadway in front of the premises, or in the alley as prescribed by the collection point notification from the container vendor.
      (2)   No solid waste, garbage container or yard waste container or single-stream recycle container shall be deposited by any person upon any sidewalk, crosswalk or roadway, or upon any alley right of way, so as to obstruct or block pedestrian movement or vehicular traffic.
      (3)   No person shall deposit a garbage, yard waste, or single-stream recycle container upon the parking, terrace or alley more than 12 hours before the date designated for garbage, yard waste, or recycle collection. No person shall allow garbage, yard waste, or single-stream recycle containers to remain on the parking, terrace or alley for more than 12 hours after the date designated for solid waste collections.
      (4)   All garbage, yard waste, or recycle containers shall be stored behind the front yard building setback, except when placed on the parking, terrace or alley on the designated date of collection.
