§ 50.11 PROHIBITED PRACTICES.
   It is unlawful for any person to:
   (A)   Unlawful use of containers. 
      (1)   It is unlawful to deposit refuse in any solid waste container not owned by said person without the written consent of the owners of the containers;
      (2)   It is unlawful to use city-owned containers for commercial purposes;
      (3)    It is unlawful to steal, vandalize, or damage any city-owned container, or otherwise withhold, conceal, or make unavailable any city-owned container, or failing to surrender any city-owned container upon the lawful request of the city.
   (B)   Interfere with collectors. Interfere in any manner with solid waste collection equipment or with solid waste collectors in the lawful performance of their duties, whether the equipment or collectors be those of the city, or those of any other authorized waste collection service;
   (C)   Incinerators. The residential use of an incinerator to burn refuse, rubbish, garbage, residential waste or landscape waste; and
   (D)   Scavenging. Take or collect any solid waste which has been placed out for collection on any premises, unless the person is an authorized solid waste collector.
