The requirements and standards set forth in this chapter are applicable to all properties, residential, commercial or otherwise, situated within the city limits of Clinton, Iowa. The Building and Neighborhood Services Department (BNS) and/or the Code Enforcement Officers of the Clinton Police Department (CPD) shall be responsible for the enforcement of this chapter and shall have all the necessary authority to carry out such enforcement, including the right to request entry and inspect any property within city limits against which a sufficient complaint has been made and which is substantiated by the Code Official, including single-family owner-occupied dwellings. Any BNS official, CPD Officer, or any other person designated by the City Administrator to enforce this chapter, shall be known and referred to throughout this chapter as the Code Official.
