(A) The Council shall promulgate regulations for the issuance of permits and shall include requirements for the humane care of all animals and for the compliance with the provisions of this chapter and other applicable provisions of this Code, city zoning requirements and state law. The Council may amend such regulations from time to time as deemed desirable for public health and welfare and for the protection of animals. By purchasing a permit the permittee agrees to these terms.
(B) The permit term shall begin with the calendar year and shall run for one year. Renewal applications for permits shall be made 30 days prior to and up to 30 days after the start of the calendar year without a $50 penalty. Application for a permit to establish a new commercial animal establishment may be made at any time.
(C) A change in ownership of a commercial animal establishment requires the new owner to have the current permit transferred to the new owner's name upon payment of a $50 transfer fee. The new owner shall notify the City Clerk within five days after the transfer.
(D) Any person who has a change in the category under which a permit was issued is subject to reclassification, and appropriate adjustment of the permit fee shall be made.
