§ 91.22 LICENSE TAGS.
   (A)   Upon acceptance of the license application and fee, and satisfaction of all other requirements of this chapter applicable to the particular animal as a prerequisite to licensing, including but not limited to proof of rabies vaccination and microchip, the Clinton City Clerk or the Clinton Humane Society, or other city-designated animal welfare agency, shall issue a tag, stamped with an identifying number and the year of issuance. A record will be maintained of the identifying numbers of all the license tags issued.
   (B)   It is unlawful for dogs and cats to be off premises of the owner without the license tag. A rabies tag and a license tag must be present or the animal may be impounded.
   (C)   No person may use a license for any animal other than the animal for which it was issued.
   (D)   Change of address for any licensed animal must take place within five days of changing place of residence in the city of Clinton.
   (E)   If the animal is not microchipped, contact information for the animal's owner must be worn by the animal, either with its license tag or on its collar.
   (F)   Persons who, at the time of application, are designated an irresponsible owner shall not be licensed.
