(A) All dogs and cats over the age of four months shall be licensed. This requirement does not apply to non-resident owners keeping a dog or cat within the city on a temporary basis for less than 30 days.
(B) Licenses must be transferred for a dog or cat to a new owner within five days of the transfer by notifying the Clinton Finance Department.
(C) The animal licensing period begins January 1 and runs for the calendar year. Re- application for a license may be made until March 1 without assessment of a fee surcharge.
(D) All animal licenses shall expire on December 31 of the year of issuance.
