It is unlawful for a performing animal exhibition, display or circus to be permitted in which the animals are induced or encouraged to perform through the use of chemical, mechanical, electrical or manual devices in a manner which will cause or is likely to cause physical injury or suffering. All equipment used on a performing animal shall fit properly and be in good working condition. City permits shall be required for any animal exhibition, display or circus.
