§ 86.04 PLACES OF OPERATION.
   The operators of ATVs, UTVs, and golf carts shall comply with the following restrictions:
   (A)   Streets. ATVs, UTVs, and golf carts may be operated on city streets only as permitted by this section. ATVs, UTVs, and golf carts may stop at service stations or convenience stores along any permitted street.
   (B)   Prohibited streets and operating speeds. ATVs, UTVs, and golf carts shall not be operated upon any city street which is a primary road extension through the city. Primary road extensions shall include all of Mill Creek Parkway, Highway 30, Highway 136, and Highway 67. However, ATVs and UTVs may traverse such a primary road extension, using the most direct route, in order to reach streets where lawful operations are permitted, without impeding traffic. In addition, ATVs and UTVs shall not be operated on any street at a speed exceeding 35 miles per hour on any street or roadway within the city. Golf carts shall not be operated on any street with a posted limit in excess of 30 miles per hour. Golf carts shall not traverse any primary road extension or any other road posted at over 30 miles per hour, regardless of the need to reach permitted areas of use.
   (C)   Exceptions to prohibited streets. The city and its authorized employees may, as operations dictate, operate UTVs, ATVs, or golf carts on prohibited streets for the purpose of construction or maintenance per Iowa Code § 321.234A.
   (D)   Railroad right-of-way. An ATV, UTV or golf cart may be driven directly across a railroad right-of-way only at an established crossing and, notwithstanding any other provisions of law, may, if necessary, use the improved portion of the established crossing after yielding to all oncoming traffic.
