§ 122.04 PERMIT APPLICATION.
   (A)   Each junk dealer or auto salvage dealer shall obtain the necessary licenses and/or permits as may be required by the county, state, or federal governing bodies. Each junk dealer or auto salvage dealer shall apply for and obtain any special use permits or other permits/authorizations required by this code of ordinances, specifically those required pursuant to § 159.049(D). All applicants shall comply with all applicable county, state or federal laws, rules and regulations. Copies of such permits and/or permits shall be filed with the City Clerk at the same time as an application for permit with the city.
   (B)   Application for permit to conduct a junk yard or junk dealer business shall be in writing, setting out the following information:
      (1)   The name and address of the applicant;
      (2)   The precise location of the premises for which a permit is sought;
      (3)   The names and addresses of all persons, or in the case of a corporation, the officers, directors, and persons owning or controlling 10% or more of the capital stock thereof, having a financial interest, by way of loan, ownership, or otherwise in the business;
      (4)   A statement whether any person specified in division (B)(3) of this section has ever been convicted of any offense against the laws of the United States, or any state or territory thereof, or any political subdivision of any such state or territory;
      (5)   A statement that the applicant will abide by and conduct the business according to the ordinances of the city; and
      (6)   Such other information as the City Administrator may require.
   (C)   The City Clerk shall issue a permit to any applicant who is of good moral character and complies with the requirements of this section. If the applicant is a club, corporation, or partnership, the officers of the club or corporation, or the partners of a partnership must be persons of good moral character.
   (D)   An annual fee of $250 shall be required to operate such business. Any amendments to this annual fee shall be set by resolution of the City Council. All fees collected under the terms of this chapter shall be allocated into the General Fund of the city.
   (E)   Permits issued pursuant to this chapter shall be issued on a calendar year basis, with each permit expiring on December 31 of the year of issuance. Said permit shall be clearly posted in the place of business operations of the junk dealer or auto salvage dealer.
   (F)   The City Administrator or authorized representative may establish administrative rules not inconsistent with any ordinance to carry out the provisions of this chapter. A copy of said rules shall be on file at the City Clerk’s office.
