This chapter shall be known as the Junk and Salvage Operations Ordinance and shall apply to all persons within the city limits of Clinton, Iowa. The purpose of this chapter is to protect residents of the city against the health, welfare and safety hazards caused by the accumulation of junk, and by the unregulated operation of junk and salvage operations, by establishing permitting procedures and general regulations applicable to junk and salvage operations within city limits.
