§ 112A.11 PUBLIC SAFETY AND CONGESTION.
   The city reserves the right, in the event public safety or congestion so requires, to limit the total number of mobile food vendors licensed under this chapter to a maximum number. The city also specifically reserves the right, in the event public safety or congestion so requires, to revise or restrict or otherwise designate specific geographic areas within the Riverfront area and/or CBD Overlay Zone in which mobile food vendors must conduct their operations. Finally, the city reserves the right, in the event public safety or congestion so requires, to limit the number of mobile food vendors to a maximum of one per block and/or a maximum number within the Riverfront area and the CBD Overlay Zone, which includes the area known as the downtown Clinton area and the area bounded by South First Street on the east; South Fourth Street on the west; Second Avenue South on the north and 11th Avenue South on the south. Licenses will be issued in order of priority based on the first date and time an application is stamped received by the City Clerk.
