§ 112A.03 LICENSE REQUIRED.
   (A)   No person shall engage in the business of a mobile food vendor (as defined herein) in the city without a license issued pursuant to this chapter with the exception of those individuals or organizations exempted by the provisions of this chapter.
   (B)   Each mobile food unit and mobile food vendor shall be separately licensed as approved by the City Clerk or a duly authorized representative.
   (C)   A mobile food vendor license shall not be transferable from person to person nor from an approved location to another location, if a specific location is stated on the license at the request of the applicant, without approval of the City Clerk or a duly authorized representative.
   (D)   The City Clerk may suspend or revoke a license pursuant to the provisions of this chapter.
   (E)   The city reserves the right, in the event public safety or congestion so requires, to limit the number of mobile food vendors to a maximum of one per block and/or a maximum number within the Riverfront area and the CBD Overlay Zone, which includes the area known as the downtown Clinton area and the area bounded by South 1st Street on the east; South 4th Street on the west; 2nd Avenue South on the north and 11th Avenue South on the south. The CBD Overlay Zone shall be designated on the official zoning map. Licenses will be issued in the order of priority based on the date and time the application is stamped received by the City Clerk.
   (F)   Each mobile food vendor shall obtain the necessary licenses and/or permits as may be required by the county, state, or federal governing bodies. All applicants shall comply with all applicable county, state or federal laws, rules and regulations.
   (G)   Each mobile food vendor shall prominently display his/her license at all times while engaging in operations covered by the license issued pursuant to this chapter.
   (H)   The license issued pursuant to this chapter is to be carried at all times by the licensee when he/she is engaged in the particular activity for which the license was issued and shall, upon the request of customers or city employees, exhibit the license as evidence of compliance with all requirements of this chapter.
