Any and all applicable provisions of the Iowa Code and the Iowa Administrative Code (“IAC”) are hereby incorporated by reference and made applicable to vendors licensed under this chapter as if fully set out herein. Where the provisions of this chapter are in conflict with the incorporated provisions of the Iowa Code and IAC, the Iowa Code or IAC provision shall prevail.
