Any and all applicable provisions of the Iowa Code, including Iowa Code Chapter 453A, and the Iowa Administrative Code (“IAC”), including IAC Agency 701 Chapter 81, are hereby incorporated by reference and made applicable to cigarette permits and tobacco sales under this chapter as if fully set out herein. Where the provisions of this chapter are in conflict with the incorporated provisions of the Iowa Code and IAC, the Iowa Code or IAC provision shall prevail.
