The owner shall allow inspection of the building by the Building and Neighborhood Services Division upon request and shall allow annual inspection of the interior and exterior of the premises for the purpose of enforcing and assuring compliance with the provisions of this chapter and the housing, building and fire codes. The owner shall pay a fee of $40 in the event an administrative search warrant is needed to obtain access to any building subject to this chapter.
