Membership of the Parks and Recreation Advisory Board shall consist of individuals representing as wide of a variety of community interests as possible. The Committee shall be comprised of five persons, each serving a term of four years. Appointees may include such members of the abolished Parkland and Facilities Committee as the Mayor may select, and/or such other persons as the Mayor may select. The Mayor shall also appoint a Council Liaison to the Board who shall ensure regular communication between the Board and the Council.

The Parks and Recreation Advisory Board shall have the following powers and duties:
(A) To make recommendations to the City Council regarding the need for new parkland and/or recreation locations and capital improvements to existing parks and recreation facilities;
(B) To assist with development of a Parks Master Plan; and
(C) To hear citizen recommendations and complaints on parks and recreation issues.
