Any person who fails to perform an act required by this chapter or who commits an act prohibited by this chapter shall be deemed to be in violation of this chapter and shall be guilty of a municipal infraction punishable by a civil penalty as provided in § 10.99 of this code. Nothing herein contained shall prevent the City of Clinton from taking such other lawful action as is necessary to prevent or remedy any violation.
