(A) All plantings required by this section must be installed prior to receiving a certificate of occupancy unless they cannot be installed at the time due to seasonal conditions. In the event the trees cannot be installed, the Building Official may issue a temporary certificate of occupancy and grant a delay of installation until the seasonal calendar dates of June 1 or November 1, whichever occurs first. If the property owner fails to plant the trees as required by this section a civil citation may issue.
(B) Tree size shall be a minimum one and one-fourth inches caliper and a minimum of four feet tall.
