§ 98.02 DEFINITIONS.
   For the purposes of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COMMERCIAL and INDUSTRIAL DEVELOPMENT. Properties containing a commercial or industrial business, facility or operation.
   PARKWAY. That part of the street, avenue, or highway in the city not covered by sidewalk and lying between the lot line and the curb line; or, on unpaved streets, that part of the street, avenue, or highway lying between the lot line and that portion of the street usually traveled by vehicular traffic.
   PROPERTY OWNER. A person owning private property in the city, as shown by the County Auditor’s plats of the city.
   PUBLIC PROPERTY. Any and all property located within the confines of the city and owned by the city or held in the name of the city by any of the departments, commissions, or agencies within the city government.
   RESIDENTIAL DEVELOPMENT. Any property having a single-family, two-family or multi-family residential dwelling unit(s).
   STREET. The entire width between property lines of avenues or highways.
   STREET TREE. Any tree planted in a city parkway; such trees become the property of the city.
