In all city elections, the Mayor or, if he or she fails to do so, the City Council shall order the election and give notice of the election. Notice and proclamation shall be issued and the City Secretary or City Administrator shall post a properly executed copy at the place where the election is to be held. Such notice shall be posted 30 days before the date of the election.
