(A) There shall be a Clerk of the Municipal Court.
(B) It shall be the duty of the Clerk to keep minutes of the proceedings of the Court, to issue all process and generally to do and perform all the duties of a clerk of a court as prescribed by law for the clerk of a county court, insofar as such provisions may be applicable.
(C) The Clerk shall have authority to appoint a deputy, who shall have the same powers as the Clerk.
