(A) (1) At least five days prior to the commencement of the backfill operations, a user shall submit to the city’s Director of Public Works a sample of the backfill material to be used by the user at the construction site.
(2) Director of Public Works approval of the sample is required.
(B) A user shall notify the city’s Director of Public Works at least two hours prior to beginning backfill operations. Failure to so notify may result in suspension of construction and removal of any unauthorized installed backfill.
(C) In excavations 18 inches or less in width, or where for any reason compaction cannot be achieved with gravel backfill, flowable concrete shall be used in place of gravel backfill in all areas within three feet of the back of the curb or the edge of pavement.
