Unless an emergency exists, as that term is defined herein, traffic lane closures in the right-of-way which obstruct the flow of traffic for longer than four hours at a time may be allowed only under the direction and permission of the city’s Director of Public Works and in accordance with the Texas Manual on Uniform Traffic-Control Devices (MUTCD) and other applicable local, state or federal law; except that, the flow of traffic on collectors or arterials cannot be obstructed for any period of time, except under the direction and permission of the city’s Director of Public Works and in accordance with the Texas Manual on Uniform Traffic-Control Devices (MUTCD) and other applicable local, state or federal law.
