§ 155.15  RIGHT-OF-WAY CONSTRUCTION.
   No person shall commence or continue with the construction of facilities above, upon or beneath right-of-way in the city, except as provided by this chapter and pursuant to the directives of the city’s Director of Public Works issued pursuant to this chapter.
