§ 151.10  VARIANCE PROCEDURE.
   Requests for variances from the strict application of the provisions of any section of this chapter may be sought through the Planning and Zoning Commission. The Planning and Zoning Commission may authorize a variance from the strict application of any provision in this chapter if the Planning and Zoning Commission finds the public interests and welfare will be substantially served by granting such variance; the granting of the variance will not substantially negatively affect the area surrounding the property for which a variance is granted; and the variance is the minimum necessary to prevent unnecessary hardship to the applicant.
