The following signs shall be exempt from any regulation under this section:
(A) Any public notice or warning required by any federal, state or local law, regulation or ordinance;
(B) Traffic-control signs on private property, such as stop, yield and similar signs, the face of which meet State Department of Transportation standards and which contain no commercial message of any sort;
(C) Government signs erected by the city, county, state or federal government in the furtherance of their governmental responsibility;
(D) Legal notices;
(E) Any government-required sign (for example, licensing and the like);
(F) Community service or special event signs are allowed; however, they must conform to all other applicable provisions in this section;
(G) Emergency signs;
(H) Informational signs of public utility regarding its poles, lines, pipes or facilities;
(I) Emergency warning signs erected by a governmental agency, a public utility company or a contractor doing authorized or permitted work within the public right-of-way; and
(J) Signs already in place as of the passage date of this chapter, 10-1-2002, except those which may violate other city ordinances or create a hazard to the public’s health and safety, or which may have become abandoned.
