(A) Every person desiring to obtain a license authorizing the operation of a taxicab within the city shall make application for license with the City Secretary, which application shall state:
(1) The name and address of the applicant;
(2) Whether the applicant is an individual, firm or corporation and, if a firm, the name and address of each member; and
(3) The number of vehicles proposed to be licensed.

(B) It shall be the duty of the City Secretary, when an application for a taxicab license is filed with him or her, at the next regular meeting of the City Council following the filing of such application, to call the attention of the Council to the filing of the application. Upon consideration of such application, the Council may grant or refuse such license as, in its discretion, may seem to the best interest of the citizens of the city and the public in general.
