§ 114.30  POLICE POWER; PURPOSE AND CONSTRUCTION.
   This subchapter is and shall be deemed an exercise of the police power of the city, for the public safety, comfort, convenience and protection of the city and its citizens; and all of the provisions of this subchapter shall be construed for the accomplishment of that purpose.
