(A) This section shall be entitled the “Nellie Pederson Public Fine, Fee, Charge and Collection Ordinance”. Materials borrowed from the library are city property. When a person signs up for a library card, he or she is signing a contract that holds him or her responsible for return of library materials he or she or his or her children borrow. The city works to ensure that materials are returned in a timely manner to allow all citizens access to these resources.
(B) The fines, fees and charges to be charged and collected shall be as follows.
(1) Fines. The fine is $0.20 per day per material borrowed, with a maximum being $5 per material. There is a one-day grace period for all materials.
(2) Charges. The charge for lost items include the maximum fine, plus the replacement cost of the material (books, audio CDs or DVDs) borrowed.
(3) Fees.
(a) The initial card for county residents is free of charge, if card is lost there is a $3 fee to replace a lost card. Fee for printing text is $0.15 per page. Fax fee is $2 for first page and a $1 per page thereafter.
(b) Fees are subject to change with City Council’s approval.
(4) Collection. The library may call, text, e-mail or mail notices of past due materials. A final notice will be mailed 30 days after material is due. The overdue process may be resolved by customer action at any point.
(5) Forfeiture. All library privileges will be forfeited until fine, charges or fees have been paid.
