§ 31.36  EFFECT OF CONFLICTING ORDINANCES.
   All ordinances of the city prescribing the duties of heads of departments shall remain in full force and effect, except insofar as they conflict with the provisions of this subchapter, in which case the provisions of this subchapter shall govern.
