For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ANIMAL CONTROL OFFICE. The Police Department of the city.
AT LARGE. Any dog or cat off the premises of the owner, not under the control of the owner, or a member of his or her immediate family, or keeper of such animal either by a leash, chain, cord or harness; or not restrained securely within an enclosure or fence.
CAT. Both male and female of any domesticated member of the feline species of animals.
DOG. Both male and female of any domesticated member of the canine species of animals.
KENNEL. Any place where a combined total of four or more weaned dogs or cats, over five months old are raised or kept.
OWNER. Any person owning, keeping or harboring a dog or cat.
