§ 31.01  CITY OFFICERS DESIGNATED; ELECTION AND APPOINTMENT.
   (A)   In addition to the Mayor and Aldermen, the officers of the city shall be a City Administrator, a Secretary, an Attorney, a Chief of Police, an Engineer, a Health Officer, a Treasurer, an Assessor and Collector and such other officers as the Council may establish.
   (B)   The Mayor and Aldermen shall be elected by the people.
   (C)   All other officers shall be appointed by the Mayor by and with the consent of the City Council.
