§ 70.02  CHIEF OF POLICE; GENERAL DUTIES AND AUTHORITY.
   (A)   It shall be the duty of the Chief of Police to conduct analysis of traffic accidents and to devise remedial measures, to conduct investigations of traffic conditions and to cooperate with other city officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by this traffic code and other traffic ordinances.

   (B)   The Chief of Police is empowered to make regulations necessary to make effective the provisions of this traffic code and other traffic ordinances and to make and enforce temporary or experimental regulations to cover emergencies or special conditions. No such temporary or experimental regulation shall remain in effect for more than 90 days, nor shall it be effective until approved by the Mayor.
