If, in the opinion of the control authority, the character of the sewage from any manufacturer or industrial plant, building or other premises is such that it will cause any of the following, the control authority shall have the right to require such user to dispose of such waste otherwise and prevent it from entering the system:
(A) Injure or interfere with wastewater treatment processes or facilities;
(B) Constitute a hazard to humans or animals;
(C) Create a hazard in receiving waters of the wastewater treatment plant effluent; or
(D) Violate appropriate federal, state or local regulations.
