(A) All regulations contained in this chapter shall be considered a part of the contract of every resident of the town taking sewer service from the town, and such resident taking sewer service shall be considered as having expressly consented to be bound thereby.
(B) Consumers outside the town limits shall, upon application for sewer service, be required to sign a statement agreeing to the regulations set forth in this chapter.
