For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
B.O.D. or BIOCHEMICAL OXYGEN DEMAND. The quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20°C, expressed in milligrams per liter.
BUILDING SEWER. The extension from the building drain to the public sewer or other place of disposal.
NORMAL WASTEWATER. Wastewater that contains not more than 300 mg/l B.O.D., or 300 mg/l suspended solids, is within a pH range of 6.5 to 8.0 or does not contain excessive amounts of other materials as may reasonably be determined by the town.
pH. The logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
POLLUTANT. Any dredged spoil, solid waste, incinerator residue, sewage sludge, munitions, chemical wastes, biological materials, radioactive materials, heat, wrecked or discharged equipment, rock, sand, cellar dirt and industrial, municipal and agricultural wastes.
POTW. Publicly owned treatment works and connecting sewer collection system which are owned and/or operated, in whole or in part, by the town and which provide the town with wastewater collection and disposal services.
PUBLIC AUTHORITY. The Town of Clifton, Arizona.
PUBLIC SEWER. A sewer main, branch or trunk controlled and maintained by the public authority.
REPLACEMENT. Expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the service life of the treatment works to maintain the capacity and performance for which such works were designed and constructed.
SANITARY SEWER. A sewer which carries sewage and to which storm, surface and groundwaters are not intentionally admitted.
SEWAGE. A combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments together with such ground, surface and storm waters as may be present.
SEWAGE WORKS. All facilities for collecting, pumping, treating and disposing of sewage, and, as used in this chapter, shall have the same meaning as SEWER SYSTEM or SEWERAGE WORKS.
SEWER. A pipe or conduit for carrying sewage.
SUPERINTENDENT. The Superintendent of the utilities of the town or his or her authorized deputy, agent or representative.
SUSPENDED SOLIDS. Solids that either float on the surface of, or are in suspension in, water, wastewater, sewage or other liquids and which are largely removable by laboratory filtering.
USER. Any person, lot, parcel of land, building, premises, municipal corporation or other political subdivision that discharges, causes or permits the discharge of wastewater into the sewage system, and, for purposes of this chapter, shall also mean CONSUMER.
WASTEWATER. Any liquid or water-carried pollutant which is introduced into the POTW from any source.
WATERCOURSE. A channel in which a flow of water occurs either continuously or intermittently.
