§ 30.082  READING OF PROPOSED ORDINANCE.
   (A)   Ordinances shall be read, prior to adoption, but may be read by title only, if the Council, in possession of printed copies of said ordinance, unanimously allow reading the title only.
   (B)   No ordinance, except an emergency ordinance, shall be put on its final passage on the same day on which it was introduced.
