Two sets of engineering plans and specifications for the installation of required streets, sewer, electric and water utilities; drainage; street lights; flood control; adequacy of water and improvements shall be filed with the Town Engineer simultaneously with filing of the final plat. Plans shall be reviewed by the Town Engineer and a certificate of approval filed with the Town Clerk prior to recordation of the plat. If engineering plans have not been approved within 90 days after approval of the final plat, the Council may require that the final plat be resubmitted.
