(A) There shall be a plan review fee adopted by resolution of the Council for review of plans submitted by an owner for street improvements under this subchapter.
(B) All street improvements shall be inspected. The owner shall pay the actual costs of all inspections required by the town.
(1) Prior to issuance of a building permit, the owner shall deposit with the town an amount of money, as determined by the Public Works Director equal to the estimated cost of making the inspections.
(2) If the actual cost of making the inspections is less than the amount deposited by the owner, the balance shall be returned to the owner. If the actual cost of making the inspections is greater than the estimated cost of making the inspections, the owner shall pay the difference to the town.
