At the time of development of property previously assessed, if amounts to be repaid remain unpaid the Council shall collect the amounts of such improvements as county taxes are collected. All statutes providing for the collection of state and county taxes, including collection of delinquent taxes and sale of property for non-payment of taxes, are applicable to the assessments provided for in this subchapter.
