(A) The owner of property intended to be developed shall submit the street improvement plans to the town for approval.
(B) No building permit shall be issued until the street improvement plans have been approved by the Town Engineer.
(C) Street improvements shall be constructed in accordance with the plans approved by the Town Engineer.
(D) No certificate of occupancy shall be issued until street improvements are constructed in accordance with the approved plan.
